" Het verhaal van het bezoek van de Midjanitische priester Jetro, de schoonvader
van Mozes, aan laatstgenoemde bij de berg Gods, dat ons in Exodus 18 is overgeleverd
(366), stamt in essentie van E. Het herinnert aan Exodus 2-4, waarin sprake is
van Mozes'vlucht naar Midjan (Ex 2,15), zijn huwelijk met Sippora, de dochter
van Jetro (in Ex 2,18 reüel genoemd; Ex 2,21), zijn hoeden van de kudde van
zijn schoonvader (Ex 3,1), de openbaring bij de berg Gods (Ex 3) en de bedreiging
van Mozes bij zijn terugkeer naar Egypte door YHWH, die Sippora door de besnijdenis
van haar zoon weet af te wenden (Ex 4,24-26) (367). Hoofdstuk 18 heeft aanleiding
gegeven tot een reeks van vragen. De aanbevelingen van Jetro aangaande de rechtspraak
van Mozes (Ex 18,13-26) vinden een parallel in Dt 1,9-17, waar echter de schoonvader
van Mozes niet genoemd en de decentralisatie van de jurisdictie chronologisch
later geplaatst wordt. Het offermaal dat door Jetro, (Mozes), Aäron en de
oudsten van het volk gehouden wordt (Dt 1,12) wordt door eerstgenoemde geleid.
Velen hebben gemeend uit het hoofdstuk te mogen aflezen dat Jetro en vereerder
van JHWH was en dat deze zich in zijn Godsgeloof bevestigd voelde door Mozes'relaas
van de wonderbare uitredding van de Israëlieten uit Egypte. Uit deze overweging
is de zogeheten "Kenietenhypothese" geboren: JHWH zou oorspronkelijk
de God van de in de Negev en op het Sinaï-schiereiland wonende nomadische
Midianieten of Kenieten zijn geweest. Maar als men de gegevens van Exodus 18 uitlegt
in de zin van een door een cultische bezeglde verbondssluiting tussen de priestervorst
van Midian en de Israëlieten, wordt (mede gezien Gn 26,28) veeleer benadrukt
dat Jetro de macht van Israëls God erkende." Vriezen, Th. C., Van Der

- Naar buiten leiden : van binnen naar buiten . Binnen kan metaforisch betekenen : naar binnen gekeerd , opgesloten zijn in . Naar buiten leiden betekent de geslotenheid doorbreken , uitzicht krijgen , toekomst zien . Zo was Abram opgesloten in zijn vragen en gedachten . Hij kwam er niet uit . Maar door dit verhaal en door de beelden in dit verhaal krijgt Abram uitzicht en ziet hij toekomst .
- Ondanks de tocht door de woestijn was het volk nog opgesloten in zijn 'slavernij' , 'verslaafdheid' . In Ex 19,17 leidde Mozes het volk naar buiten om aan de voet van de berg het verbond van JHWH met het volk mee te maken en zo los te komen van hun slavernij . In Lc
24,50 waren de leerlingen van Jezus nog bevangen door zijn kruisdood . Jezus leidde hen naar buiten . Er komt uitzicht , hoop , verwachting . Er is hen de komst van de geest beloofd .
- Het doen uitgaan heeft vaak te maken met de uittocht uit Egypte , het paschagebeuren . Samen met zijn leerlingen beleeft Jezus zijn pascha , de overgang van het slavenhuis naar het beloofde land . De dood van Jezus wordt gezien als een pascha , Pasen .

| א וַיִּשְׁמַע יִתְרוֹ כֹהֵן מִדְיָן, חֹתֵן מֹשֶׁה, אֵת כָּל-אֲשֶׁר עָשָׂה אֱלֹהִים לְמֹשֶׁה, וּלְיִשְׂרָאֵל עַמּוֹ: כִּי-הוֹצִיא יְהוָה אֶת-יִשְׂרָאֵל, מִמִּצְרָיִם. |
1 Now Jethro, the priest of Midian, Moses' father-in-law, heard of all that God had done for Moses, and for Israel His people, how that the LORD had brought Israel out of Egypt. |
| ב וַיִּקַּח, יִתְרוֹ חֹתֵן מֹשֶׁה, אֶת-צִפֹּרָה, אֵשֶׁת מֹשֶׁה--אַחַר, שִׁלּוּחֶיהָ. |
2 And Jethro, Moses' father-in-law, took Zipporah, Moses' wife, after he had sent her away, |
| ג וְאֵת, שְׁנֵי בָנֶיהָ: אֲשֶׁר שֵׁם הָאֶחָד, גֵּרְשֹׁם--כִּי אָמַר, גֵּר הָיִיתִי בְּאֶרֶץ נָכְרִיָּה. |
3 and her two sons; of whom the name of the one was Gershom; for he said: 'I have been a stranger in a strange land'; |
| ד וְשֵׁם הָאֶחָד, אֱלִיעֶזֶר--כִּי-אֱלֹהֵי אָבִי בְּעֶזְרִי, וַיַּצִּלֵנִי מֵחֶרֶב פַּרְעֹה. |
4 and the name of the other was Eliezer: 'for the God of my father was my help, and delivered me from the sword of Pharaoh.' |
| ה וַיָּבֹא יִתְרוֹ חֹתֵן מֹשֶׁה, וּבָנָיו וְאִשְׁתּוֹ--אֶל-מֹשֶׁה: אֶל-הַמִּדְבָּר, אֲשֶׁר-הוּא חֹנֶה שָׁם--הַר הָאֱלֹהִים. |
5 And Jethro, Moses' father-in-law, came with his sons and his wife unto Moses into the wilderness where he was encamped, at the mount of God; |
| ו וַיֹּאמֶר, אֶל-מֹשֶׁה, אֲנִי חֹתֶנְךָ יִתְרוֹ, בָּא אֵלֶיךָ; וְאִשְׁתְּךָ--וּשְׁנֵי בָנֶיהָ, עִמָּהּ. |
6 and he said unto Moses: 'I thy father-in-law Jethro am coming unto thee, and thy wife, and her two sons with her.' |
| ז וַיֵּצֵא מֹשֶׁה לִקְרַאת חֹתְנוֹ, וַיִּשְׁתַּחוּ וַיִּשַּׁק-לוֹ, וַיִּשְׁאֲלוּ אִישׁ-לְרֵעֵהוּ, לְשָׁלוֹם; וַיָּבֹאוּ, הָאֹהֱלָה. |
7 And Moses went out to meet his father-in-law, and bowed down and kissed him; and they asked each other of their welfare; and they came into the tent. |
| ח וַיְסַפֵּר מֹשֶׁה, לְחֹתְנוֹ, אֵת כָּל-אֲשֶׁר עָשָׂה יְהוָה לְפַרְעֹה וּלְמִצְרַיִם, עַל אוֹדֹת יִשְׂרָאֵל: אֵת כָּל-הַתְּלָאָה אֲשֶׁר מְצָאָתַם בַּדֶּרֶךְ, וַיַּצִּלֵם יְהוָה. |
8 And Moses told his father-in-law all that the LORD had done unto Pharaoh and to the Egyptians for Israel's sake, all the travail that had come upon them by the way, and how the LORD delivered them. |
| ט וַיִּחַדְּ יִתְרוֹ--עַל כָּל-הַטּוֹבָה, אֲשֶׁר-עָשָׂה יְהוָה לְיִשְׂרָאֵל: אֲשֶׁר הִצִּילוֹ, מִיַּד מִצְרָיִם. |
9 And Jethro rejoiced for all the goodness which the LORD had done to Israel, in that He had delivered them out of the hand of the Egyptians. |
| י וַיֹּאמֶר, יִתְרוֹ, בָּרוּךְ יְהוָה, אֲשֶׁר הִצִּיל אֶתְכֶם מִיַּד מִצְרַיִם וּמִיַּד פַּרְעֹה: אֲשֶׁר הִצִּיל אֶת-הָעָם, מִתַּחַת יַד-מִצְרָיִם. |
10 And Jethro said: 'Blessed be the LORD, who hath delivered you out of the hand of the Egyptians, and out of the hand of Pharaoh; who hath delivered the people from under the hand of the Egyptians. |
| יא עַתָּה יָדַעְתִּי, כִּי-גָדוֹל יְהוָה מִכָּל-הָאֱלֹהִים: כִּי בַדָּבָר, אֲשֶׁר זָדוּ עֲלֵיהֶם. |
11 Now I know that the LORD is greater than all gods; yea, for that they dealt proudly against them.' |
| יב וַיִּקַּח יִתְרוֹ חֹתֵן מֹשֶׁה, עֹלָה וּזְבָחִים--לֵאלֹהִים; וַיָּבֹא אַהֲרֹן וְכֹל זִקְנֵי יִשְׂרָאֵל, לֶאֱכָל-לֶחֶם עִם-חֹתֵן מֹשֶׁה--לִפְנֵי הָאֱלֹהִים. |
12 And Jethro, Moses' father-in-law, took a burnt-offering and sacrifices for God; and Aaron came, and all the elders of Israel, to eat bread with Moses' father-in-law before God. |
| יג וַיְהִי, מִמָּחֳרָת, וַיֵּשֶׁב מֹשֶׁה, לִשְׁפֹּט אֶת-הָעָם; וַיַּעֲמֹד הָעָם עַל-מֹשֶׁה, מִן-הַבֹּקֶר עַד-הָעָרֶב. |
13 And it came to pass on the morrow, that Moses sat to judge the people; and the people stood about Moses from the morning unto the evening. |
| יד וַיַּרְא חֹתֵן מֹשֶׁה, אֵת כָּל-אֲשֶׁר-הוּא עֹשֶׂה לָעָם; וַיֹּאמֶר, מָה-הַדָּבָר הַזֶּה אֲשֶׁר אַתָּה עֹשֶׂה לָעָם--מַדּוּעַ אַתָּה יוֹשֵׁב לְבַדֶּךָ, וְכָל-הָעָם נִצָּב עָלֶיךָ מִן-בֹּקֶר עַד-עָרֶב. |
14 And when Moses' father-in-law saw all that he did to the people, he said: 'What is this thing that thou doest to the people? why sittest thou thyself alone, and all the people stand about thee from morning unto even?' |
| טו וַיֹּאמֶר מֹשֶׁה, לְחֹתְנוֹ: כִּי-יָבֹא אֵלַי הָעָם, לִדְרֹשׁ אֱלֹהִים. |
15 And Moses said unto his father-in-law: 'Because the people come unto me to inquire of God; |
| טז כִּי-יִהְיֶה לָהֶם דָּבָר, בָּא אֵלַי, וְשָׁפַטְתִּי, בֵּין אִישׁ וּבֵין רֵעֵהוּ; וְהוֹדַעְתִּי אֶת-חֻקֵּי הָאֱלֹהִים, וְאֶת-תּוֹרֹתָיו. |
16 when they have a matter, it cometh unto me; and I judge between a man and his neighbour, and I make them know the statutes of God, and His laws.' |
| יז וַיֹּאמֶר חֹתֵן מֹשֶׁה, אֵלָיו: לֹא-טוֹב, הַדָּבָר, אֲשֶׁר אַתָּה, עֹשֶׂה. |
17 And Moses' father-in-law said unto him: 'The thing that thou doest is not good. |
| יח נָבֹל תִּבֹּל--גַּם-אַתָּה, גַּם-הָעָם הַזֶּה אֲשֶׁר עִמָּךְ: כִּי-כָבֵד מִמְּךָ הַדָּבָר, לֹא-תוּכַל עֲשֹׂהוּ לְבַדֶּךָ. |
18 Thou wilt surely wear away, both thou, and this people that is with thee; for the thing is too heavy for thee; thou art not able to perform it thyself alone. |
| יט עַתָּה שְׁמַע בְּקֹלִי, אִיעָצְךָ, וִיהִי אֱלֹהִים, עִמָּךְ; הֱיֵה אַתָּה לָעָם, מוּל הָאֱלֹהִים, וְהֵבֵאתָ אַתָּה אֶת-הַדְּבָרִים, אֶל-הָאֱלֹהִים. |
19 Hearken now unto my voice, I will give thee counsel, and God be with thee: be thou for the people before God, and bring thou the causes unto God. |
| כ וְהִזְהַרְתָּה אֶתְהֶם, אֶת-הַחֻקִּים וְאֶת-הַתּוֹרֹת; וְהוֹדַעְתָּ לָהֶם, אֶת-הַדֶּרֶךְ יֵלְכוּ בָהּ, וְאֶת-הַמַּעֲשֶׂה, אֲשֶׁר יַעֲשׂוּן. |
20 And thou shalt teach them the statutes and the laws, and shalt show them the way wherein they must walk, and the work that they must do. |
| כא וְאַתָּה תֶחֱזֶה מִכָּל-הָעָם אַנְשֵׁי-חַיִל יִרְאֵי אֱלֹהִים, אַנְשֵׁי אֱמֶת--שֹׂנְאֵי בָצַע; וְשַׂמְתָּ עֲלֵהֶם, שָׂרֵי אֲלָפִים שָׂרֵי מֵאוֹת, שָׂרֵי חֲמִשִּׁים, וְשָׂרֵי עֲשָׂרֹת. |
21 Moreover thou shalt provide out of all the people able men, such as fear God, men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. |
| כב וְשָׁפְטוּ אֶת-הָעָם, בְּכָל-עֵת, וְהָיָה כָּל-הַדָּבָר הַגָּדֹל יָבִיאוּ אֵלֶיךָ, וְכָל-הַדָּבָר הַקָּטֹן יִשְׁפְּטוּ-הֵם; וְהָקֵל, מֵעָלֶיךָ, וְנָשְׂאוּ, אִתָּךְ. |
22 And let them judge the people at all seasons; and it shall be, that every great matter they shall bring unto thee, but every small matter they shall judge themselves; so shall they make it easier for thee and bear the burden with thee. |
| כג אִם אֶת-הַדָּבָר הַזֶּה, תַּעֲשֶׂה, וְצִוְּךָ אֱלֹהִים, וְיָכָלְתָּ עֲמֹד; וְגַם כָּל-הָעָם הַזֶּה, עַל-מְקֹמוֹ יָבֹא בְשָׁלוֹם. |
23 If thou shalt do this thing, and God command thee so, then thou shalt be able to endure, and all this people also shall go to their place in peace.' |
| כד וַיִּשְׁמַע מֹשֶׁה, לְקוֹל חֹתְנוֹ; וַיַּעַשׂ, כֹּל אֲשֶׁר אָמָר. |
24 So Moses hearkened to the voice of his father-in-law, and did all that he had said. |
| כה וַיִּבְחַר מֹשֶׁה אַנְשֵׁי-חַיִל מִכָּל-יִשְׂרָאֵל, וַיִּתֵּן אֹתָם רָאשִׁים עַל-הָעָם--שָׂרֵי אֲלָפִים שָׂרֵי מֵאוֹת, שָׂרֵי חֲמִשִּׁים וְשָׂרֵי עֲשָׂרֹת. |
25 And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. |
| כו וְשָׁפְטוּ אֶת-הָעָם, בְּכָל-עֵת: אֶת-הַדָּבָר הַקָּשֶׁה יְבִיאוּן אֶל-מֹשֶׁה, וְכָל-הַדָּבָר הַקָּטֹן יִשְׁפּוּטוּ הֵם. |
26 And they judged the people at all seasons: the hard causes they brought unto Moses, but every small matter they judged themselves. |
| כז וַיְשַׁלַּח מֹשֶׁה, אֶת-חֹתְנוֹ; וַיֵּלֶךְ לוֹ, אֶל-אַרְצוֹ. {פ} |
27 And Moses let his father-in-law depart; and he went his way into his own land. {P} |

ΗΚΟΥΣΕ δὲ ᾿Ιοθὸρ ἱερεὺς Μαδιὰμ ὁ γαμβρὸς Μωυσῆ πάντα ὅσα ἐποίησε Κύριος ᾿Ισραὴλ τῷ ἑαυτοῦ λαῷ· ἐξήγαγε γὰρ Κύριος τὸν ᾿Ισραὴλ ἐξ Αἰγύπτου. 2 ἔλαβε δὲ ᾿Ιοθὸρ ὁ γαμβρὸς Μωυσῆ Σεπφώραν τὴν γυναῖκα Μωυσῆ μετὰ τὴν ἄφεσιν αὐτῆς 3 καὶ τοὺς δύο υἱοὺς αὐτῆς· ὄνομα τῷ ἑνὶ αὐτῶν Γηρσὰμ λέγων· πάροικος ἤμην ἐν γῇ ἀλλοτρίᾳ· 4 καὶ τὸ ὄνομα τοῦ δευτέρου ῾Ελιέζερ λέγων· ὁ γὰρ Θεὸς τοῦ πατρός μου βοηθός μου καὶ ἐξείλατό με ἐκ χειρὸς Φαραώ. 5 καὶ ἐξῆλθεν ᾿Ιοθὸρ ὁ γαμβρὸς Μωυσῆ καὶ οἱ υἱοὶ καὶ ἡ γυνὴ πρὸς Μωυσῆν εἰς τὴν ἔρημον, οὗ παρενέβαλεν ἐπ᾿ ὄρους τοῦ Θεοῦ. 6 ἀνηγγέλη δὲ Μωυσῇ λέγοντες· ἰδοὺ ὁ γαμβρός σου ᾿Ιοθὸρ παραγίνεται πρὸς σέ, καὶ ἡ γυνὴ καὶ οἱ δύο υἱοί σου μετ᾿ αὐτοῦ. 7 ἐξῆλθε δὲ Μωυσῆς εἰς συνάντησιν τῷ γαμβρῷ καὶ προσεκύνησεν αὐτῷ καὶ ἐφίλησεν αὐτόν, καὶ ἠσπάσαντο ἀλλήλους· καὶ εἰσήγαγεν αὐτοὺς εἰς τὴν σκηνήν. 8 καὶ διηγήσατο Μωυσῆς τῷ γαμβρῷ πάντα, ὅσα ἐποίησε Κύριος τῷ Φαραὼ καὶ πᾶσι τοῖς Αἰγυπτίοις ἕνεκεν τοῦ ᾿Ισραήλ, καὶ πάντα τὸν μόχθον τὸν γενόμενον αὐτοῖς ἐν τῇ ὁδῷ καὶ ὅτι ἐξείλατο αὐτοὺς Κύριος ἐκ χειρὸς Φαραὼ καὶ ἐκ χειρὸς τῶν Αἰγυπτίων. 9 ἐξέστη δὲ ᾿Ιοθὸρ ἐπὶ πᾶσι τοῖς ἀγαθοῖς, οἷς ἐποίησεν αὐτοῖς Κύριος, ὅτι ἐξείλατο αὐτοὺς ἐκ χειρὸς Αἰγυπτίων καὶ ἐκ χειρὸς Φαραώ. 10 καί εἶπεν ᾿Ιοθόρ· εὐλογητὸς Κύριος, ὅτι ἐξείλατο αὐτοὺς ἐκ χειρὸς Αἰγυπτίων καὶ ἐκ χειρὸς Φαραώ· 11 νῦν ἔγνων ὅτι μέγας Κύριος παρὰ πάντας τοὺς θεούς, ἕνεκεν τούτου ὅτι ἐπέθεντο αὐτοῖς. 12 καὶ ἔλαβεν ᾿Ιοθὸρ ὁ γαμβρὸς Μωυσῆ ὁλοκαυτώματα καὶ θυσίας τῷ Θεῷ· παρεγένετο δὲ ᾿Ααρὼν καὶ πάντες οἱ πρεσβύτεροι ᾿Ισραὴλ συμφαγεῖν ἄρτον μετὰ τοῦ γαμβροῦ Μωυσῆ ἐναντίον τοῦ Θεοῦ. 13 Καὶ ἐγένετο μετὰ τὴν ἐπαύριον συνεκάθισε Μωυσῆς κρίνειν τὸν λαόν· παρειστήκει δὲ πᾶς ὁ λαὸς Μωυσῇ ἀπὸ πρωΐθεν ἕως δείλης. 14 καὶ ἰδὼν ᾿Ιοθὸρ πάντα ὅσα ποιεῖ τῷ λαῷ, λέγει· τί τοῦτο, ὃ σὺ ποιεῖς τῷ λαῷ; διατί σὺ κάθησαι μόνος, πᾶς δὲ ὁ λαὸς παρέστηκέ σοι ἀπὸ πρωΐθεν ἕως δείλης; 15 καὶ λέγει Μωυσῆς τῷ γαμβρῷ, ὅτι παραγίνεται πρός με ὁ λαὸς ἐκζητῆσαι κρίσιν παρὰ τοῦ Θεοῦ. 16 ὅταν γὰρ γένηται αὐτοῖς ἀντιλογία καὶ ἔλθωσι πρός με, διακρίνω ἕκαστον καὶ συμβιβάζω αὐτοὺς τὰ προστάγματα τοῦ Θεοῦ καὶ τὸν νόμον αὐτοῦ. 17 εἶπε δὲ ὁ γαμβρὸς Μωυσῆ πρὸς αὐτόν· οὐκ ὀρθῶς σὺ ποιεῖς τὸ ρῆμα τοῦτο· 18 φθορᾷ καταφθαρήσῃ ἀνυπομονήτῳ καὶ σὺ καὶ πᾶς ὁ λαὸς οὗτος, ὅς ἐστι μετὰ σοῦ· βαρύ σοι τὸ ρῆμα τοῦτο, οὐ δυνήσῃ ποιεῖν σὺ μόνος. 19 νῦν οὖν ἄκουσόν μου καὶ συμβουλεύσω σοι, καὶ ἔσται ὁ Θεὸς μετὰ σοῦ. γίνου σὺ τῷ λαῷ τὰ πρὸς τὸν Θεὸν καὶ ἀνοίσεις τοὺς λόγους αὐτῶν πρὸς τὸν Θεόν, 20 καὶ διαμαρτύρῃ αὐτοῖς τὰ προστάγματα τοῦ Θεοῦ καὶ τὸν νόμον αὐτοῦ καὶ σημανεῖς αὐτοῖς τὰς ὁδούς, ἐν αἷς πορεύσονται ἐν αὐταῖς, καὶ τὰ ἔργα ἃ ποιήσουσι. 21 καὶ σὺ σεαυτῷ σκέψαι ἀπὸ παντὸς τοῦ λαοῦ ἄνδρας δυνατούς, θεοσεβεῖς, ἄνδρας δικαίους, μισοῦντας ὑπερηφανίαν, καὶ καταστήσεις ἐπ᾿ αὐτὸν χιλιάρχους καὶ ἑκατοντάρχους καὶ πεντηκοντάρχους καὶ δεκαδάρχους, 22 καὶ κρινοῦσι τὸν λαὸν πᾶσαν ὥραν· τὸ δὲ ρῆμα τὸ ὑπέρογκον ἀνοίσουσιν ἐπὶ σέ, τὰ δὲ βραχέα τῶν κριμάτων κρινοῦσιν αὐτοὶ καὶ κουφιοῦσιν ἀπὸ σοῦ καὶ συναντιλήψονταί σοι. 23 ἐὰν τὸ ρῆμα τοῦτο ποιήσῃς, κατισχύσει σε ὁ Θεός, καὶ δυνήσῃ παραστῆναι, καὶ πᾶς ὁ λαὸς οὗτος εἰς τὸν ἑαυτοῦ τόπον μετ᾿ εἰρήνης ἥξει. 24 ἤκουσε δὲ Μωυσῆς τῆς φωνῆς τοῦ γαμβροῦ καὶ ἐποίησεν ὅσα εἶπεν αὐτῷ. 25 καὶ ἐπέλεξε Μωυσῆς ἄνδρας δυνατοὺς ἀπὸ παντὸς ᾿Ισραὴλ καὶ ἐποίησεν αὐτοὺς ἐπ᾿ αὐτῶν χιλιάρχους καὶ ἑκατοντάρχους καὶ πεντηκοντάρχους καὶ δεκαδάρχους. 26 καὶ ἐκρίνοσαν τὸν λαὸν πᾶσαν ὥραν· πᾶν δὲ ρῆμα ὑπέρογκον ἀνεφέροσαν ἐπὶ Μωυσῆν, πᾶν δὲ ρῆμα ἐλαφρὸν ἐκρίνοσαν αὐτοί. 27 ἐξαπέστειλε δὲ Μωυσῆς τὸν ἑαυτοῦ γαμβρόν, καὶ ἀπῆλθεν εἰς τὴν γῆν αὐτοῦ.
